Authorizes school boards to adopt a discretionary levy in years when the general education formula allowance has not been increased.

School boards must hold a hearing and adopt a resolution prior to August 1 to authorize the discretionary levy.

Maximum levy amount is $200 multiplied by the district's pupil units for that year.

Levy authority must be spread against the school district's net tax capacity.

Provision is effective for fiscal years 2012 and later.
