Dedicates remaining revenues from the in-lieu of sales tax on lottery ticket sales to early childhood family education programs under Minnesota Statutes section 124D.13.

Allocates money not deposited for natural resources, parks, trails, and zoos (72.43 percent of revenues from section 297A.65) to the special revenue fund for early childhood family education.

Amends Minnesota Statutes 2009 Supplement section 297A.94 to redirect lottery tax revenues previously going to the general fund.

Takes effect July 1, 2011.
