Mandates a brief statement be attached to legislation if screening finds no racial impact

Requires a racial impact statement be completed and attached prior to passage if screening indicates the legislation will affect racial composition of the criminal offender population

Impact statement must include estimated number of criminal cases affected per year, fiscal impact of confinement, effects on racial minorities, impact on correctional institutions and jails, and likelihood of need for additional prison capacity

Requires the Sentencing Guidelines Commission to develop a protocol for screening and analyzing the legislation's impact on racial composition of the criminal offender population
