Requires transit authorities (cities, Metropolitan Council, and replacement service providers) to establish design specifications for transit shelters including engineering standards, protection from weather elements, warming capability at high-ridership shelters, and full accessibility for elderly and persons with disabilities.

Mandates transit authorities maintain bus stops and transit shelters in good working order by inspecting automatic doors weekly, keeping facilities clean and graffiti-free, and removing snow and ice to ensure accessibility for boarding and exiting.

Requires the Metropolitan Council to retrofit or replace all special transportation service buses by January 1, 2011, so the first boarding step is easily accessible to riders.

Applies the special transportation service bus accessibility requirement only to Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties.

Requires the Metropolitan Council to consult with the Transportation Accessibility Advisory Committee when establishing shelter design specifications and bus retrofit requirements.
