Authorizes the city of Ramsey to create a redevelopment tax increment financing district within boundaries defined by County Road 83/Armstrong Boulevard (west), County Road 116/Bunker Lake Boulevard (north), County Road 56/Ramsey Boulevard (east), and U.S. Highway 10 (south)

Allows previously certified tax increment financing district parcels to be included in the new district if the initial district is decertified

Exempts the district from standard redevelopment tax increment district qualification requirements under Minnesota Statutes section 469.174, subdivision 10

Permits eligible expenditures to include the city's share of costs for constructing the Northstar Transit Station and related infrastructure, including structured parking, pedestrian overpass, and roadway improvements

Becomes effective upon approval by the Ramsey city governing body and compliance with Minnesota Statutes section 645.021, subdivision 3
