Commissioner of Human Services shall issue a request for proposals by August 1, 2010 from federally qualified health centers, rural health clinics, and community mental health centers to expand services to low-income uninsured or medically underserved persons.

Grants may fund new facility development in underserved areas, expansion of services including mental health and dental services, and creation of one-stop facilities providing preventive care, primary care, mental health, dental, and specialized service referrals.

Commissioner shall award grants by January 1, 2011, prioritizing proposals serving medically underserved areas lacking coordinated care delivery systems or addressing unmet service needs.

Fiscal year 2011 appropriations total $80,000,000 from the general fund for: $25,000,000 for long-term homeless services; $12,000,000 for community health center grants; $5,000,000 for homeless shelter grants; $5,000,000 for federally qualified health center subsidies; $20,000,000 for temporary uncompensated care pool; and $13,000,000 for transitional housing, emergency services, community action grants, and community clinic grants.
