Authorizes the Metropolitan Council to acquire property interests of the University of Minnesota through condemnation proceedings for transit purposes, pursuant to chapter 117.

Permits the council to take possession of University of Minnesota property immediately after filing a condemnation petition, with exceptions provided in subdivision 9.

Allows the council to contract with operators or other persons for use of condemned property under the council's control.

Establishes that University of Minnesota property ownership does not prevent condemnation acquisition by the council, but requires a court finding of greater public necessity for the council's proposed use than for the existing use when property is in actual public use.

Both amended sections become effective the day following final enactment.
