Amends Laws 2009, chapter 93, article 1, section 16, subdivision 5, to reappropriate remaining funds from a $5,000,000 grant to Olmsted County for steam pipeline construction.

Provides grant to Olmsted County for designing and constructing approximately 1.25 miles of steam pipeline from the Olmsted Waste-to-Energy Facility to Rochester Community and Technical College Campus.

Any appropriation funds remaining after pipeline construction is completed are reappropriated to the Board of Trustees of the Minnesota State Colleges and Universities to convert heating and cooling systems in Rochester Community and Technical College buildings from electrical to steam-derived energy.

Appropriation funds are not available until the commissioner determines that Olmsted County has committed an equal amount toward the project.
