$2,000,000 appropriated from bond proceeds fund to Minnesota Amateur Sports Commission for grants to local government units for air handling system improvements in indoor ice arenas.

Grants target ice arenas with non-electric powered ice resurfacing and edging equipment to reduce carbon monoxide and nitrogen dioxide concentrations and improve indoor air quality.

All new or renovated air handling systems must include continuous electronic air monitoring devices that automatically activate ventilation when carbon monoxide or nitrogen dioxide reach predetermined levels.

Standard grant priorities under Minnesota Statutes section 240A.09, paragraphs (a) and (b), do not apply to these grants.

Commissioner of Management and Budget authorized to sell and issue up to $2,000,000 in state bonds to fund the appropriation, effective the day following final enactment.
