Prohibits private transfer fee obligations recorded, filed, or entered into on or after the effective date from running with title to real property or being enforceable against subsequent owners, purchasers, or mortgagees

Establishes liability for persons who record, file, or enter into private transfer fee obligations, including damages equal to any transfer fees paid plus all attorney fees, expenses, and costs incurred to recover such fees or quiet title

Requires receivers of private transfer fees imposed before the effective date to record a "Notice of Private Transfer Fee Obligation" by December 31, 2010, containing the fee amount/percentage, expiration date, purpose, payee contact information, and legal property description

Permits property owners to proceed with conveyance free and clear of transfer fees if the receiver fails to comply with notice requirements or fails to provide a written fee statement within 30 days of written request

Modifies the effective date for certain child support provisions in Laws 2010, chapter 238, section 7, moving the effective date from January 1, 2011 to July 1, 2011, with retroactive application
