Requires vaccines manufactured using human fetal or embryonic cell lines, proteins, DNA, recombinant DNA, monoclonal antibodies, or other components derived from elective abortion to be clearly labeled as such.

Prohibits administration of vaccines labeled as derived from or manufactured using electively aborted human fetal or embryonic tissue without written, informed consent from the patient.

Adds new section 145.669 to Minnesota Statutes, chapter 145, establishing labeling and consent requirements for affected vaccines.
