Requires local exchange carriers to reduce and maintain intrastate switched access rates to match interstate switched access rates within 30 days of the law's effective date.

Allows carriers to petition the Public Utilities Commission for "access restructure support" to offset revenue losses from rate reductions if they cannot recover basic local service costs.

Permits the commission to provide support through rate rebalancing between residential and business rates, payments from the universal service fund, or a combination of both methods.

Authorizes the commission to reexamine its previous orders on access restructure support at any time on its own initiative or upon carrier request.

Repeals existing switched access rate regulation provisions and makes all changes effective the day following final enactment.
