Creates a voluntary statewide health benefits purchasing pool administered by the Minnesota Health Benefits Purchasing Pool Association, a nonprofit entity exempt from most insurance regulations and state taxes.

Establishes a 15-member board of directors consisting of 5 employer representatives, 5 individual members, 5 health care providers, plus ex officio legislative and gubernatorial appointees.

Guarantees coverage on a community rating basis (same premiums for all enrollees regardless of health status or demographics) with no more than 3 coverage options available.

Makes all state residents, employers with 2+ employees, and health care pools eligible for participation with guaranteed issue coverage and strong care management features.

Contingent on commissioner of health obtaining federal loans or grants under the Patient Protection and Affordability Act to fund the association and make coverage available through state health exchanges.
