Requires health plans issued or renewed in Minnesota to comply with federal coverage requirements for routine patient costs incurred in clinical trials under the Patient Protection and Affordable Care Act (Public Law 111-148).

Effective date of August 1, 2011 for health plans offered, sold, issued, renewed, or continued in the state.

Applies only to health plans and health plan companies to the extent not preempted by federal law.

Excludes self-insured group health plans sponsored by private sector employers, multiple employer unions, and the Federal Employee Health Benefits Plan from coverage requirements.
