Proposes adding Section 18 to Article I of the Minnesota Constitution to affirm Minnesota citizens as sovereign individuals immune from federal laws exceeding the federal government's enumerated constitutional powers.

Requires a two-thirds vote of both houses of the Minnesota legislature and gubernatorial signature before any federal law can apply in Minnesota.

Mandates that each legislator individually affirm they have read and understand any federal law before voting to approve it.

Protects Minnesota citizens' inherent, natural, and God-given rights as reflected in the Bill of Rights of the United States Constitution and Minnesota Constitution.

Grants Minnesota citizens the right to seek redress for violations of constitutional rights exclusively through jury trial in Minnesota courts and through enactment of changes in Minnesota law.
