Increases petition threshold for housing improvement areas from 25 percent to 50 percent of housing units subject to proposed fees under Minnesota Statutes sections 428A.13 and 428A.14.

Raises veto threshold from 35 percent to 45 percent of housing units in an area needed to file objections and block ordinances or resolutions adopted under sections 428A.13 and 428A.14.

Effective date for petition changes is July 1, 2010, applying to petitions filed on or after that date.

Effective date for veto threshold changes is July 1, 2010.
