Amends Minnesota Statutes section 256L.02, subdivision 3, to modify financial management procedures for the MinnesotaCare program.

Requires the commissioner to assess expected expenditures and compare them to available revenues from the health care access fund during each state revenue and expenditure forecast.

Establishes a prioritized sequence of adjustments the commissioner must implement if expenditures exceed available revenues: stop enrollment of single adults and households without children, stop coverage of already-enrolled single adults and households without children (45 days' notice), reduce premium subsidies by 10 percent for families above 200 percent of federal poverty guidelines (90 days' notice), reduce premium subsidies by 10 percent for families at or below 200 percent of federal poverty guidelines (90 days' notice), and require applicants to be uninsured for at least six months prior to enrollment.

Grants the commissioner authority to implement additional adjustments beyond the prioritized sequence, including stopping new enrollment, eliminating coverage for enrolled persons, further reducing premium subsidies, or extending the uninsured period requirement.

Requires the commissioner to provide the House Ways and Means Committee chair, Senate Finance Committee chair, and Legislative Commission on Health Care Access with at least 14 days' notice of any adjustments to be implemented.
