Establishes licensing and regulatory requirements for commercial breeders (those with 20+ adult intact dogs/cats producing more than 5 litters per year) enforced by the State Board of Veterinary Medicine beginning July 1, 2011.

Requires annual facility licenses with fees scaled to the number of breeding animals, pre-license inspections, and annual unannounced inspections to verify compliance with animal care standards.

Mandates standards of care including indoor housing for cats, daily socialization, prohibition on selling animals before 8 weeks old, rabies vaccination records, and adequate staffing.

Establishes enforcement mechanisms including correction orders, administrative penalties up to $5,000 per violation, license suspension/revocation for non-compliance, and criminal penalties (misdemeanor) for violations.

Creates a dog and cat breeders licensing account funded by license fees and penalties, with money annually appropriated to the board for program administration; requires $50,000 in private donations before implementation of registration provisions.
