Increases maximum safe schools levy from $25 to $30 per adjusted marginal cost pupil unit and allows funds to support licensed school counselors, nurses, social workers, psychologists, and chemical dependency counselors.

Extends temporary suspension of staff development fund restrictions through fiscal year 2014 and allows permanent transfer of balances to general fund by June 30, 2010.

Establishes moratorium prohibiting legislature from enacting laws or state agencies from adopting rules that impose new unfunded mandates on school districts or charter schools, with exemptions for public health protection or federal law implementation.

Repeals Minnesota Statutes section 123B.05, which previously imposed January 15 contract deadline for teacher collective bargaining agreements and reduced state aid by $25 per pupil unit for non-compliance.
