Appropriates $14,069,000 total to the Department of Human Services for fiscal year 2011 ($13,383,000 from General Fund and $686,000 from Health Care Access Fund), contingent on federal enactment of an extension of enhanced federal medical assistance percentage (FMAP) under Public Law 111-5 through June 30, 2011.

Distributes appropriations for basic health care grants including MinnesotaCare ($686,000), Medical Assistance for families and children ($6,297,000), and elderly and disabled individuals ($3,697,000).

Distributes appropriations for continuing care grants including long-term care facilities ($2,486,000), long-term care waivers and home care ($547,000), and chemical dependency services ($356,000).

Modifies nursing facility level of care criteria to require assessments conducted no more than 90 calendar days before eligibility determination, effective July 1, 2011.

Changes chemical dependency service cost-sharing so county share is 30 percent of nonfederal share for services provided on or after October 1, 2008.

Amends hospice care coverage to allow recipients age 21 or under who elect hospice services to continue coverage for treatment of the terminal illness condition, effective March 23, 2010.
