Defines "interstate connector" as a non-freeway trunk highway segment no more than three miles long with interchanges at both endpoints connecting to interstate highways, at least five visible dwelling houses within 100 feet of the right-of-way, and an additional interstate interchange within three miles of each endpoint.

Defines "engine brake" as any device using engine and transmission to impede forward motion of a motor vehicle by engine compression.

Allows statutory or home rule charter cities and towns to request the commissioner of transportation to prohibit engine brake use on interstate connectors between 10:00 p.m. and 7:00 a.m., with the commissioner establishing the prohibition and erecting appropriate signs upon request.

Requires cities and towns to publish notice, post information on local websites, provide written comment submission methods, hold a public hearing, and adopt a resolution before submitting prohibition requests.

Prohibits motor vehicle operators from using engine brakes on trunk highways where such brakes are prohibited under this subdivision.
