Increases early childhood family education program revenue from $120 per pupil (fiscal year 2008) to $134 per pupil for fiscal year 2012 and later, with $120 set for fiscal years 2010-2011.

Establishes early childhood family education levy at $22,135,000 for fiscal years 2010-2011, then increases to $27,376,000 for fiscal year 2012, and $27,427,000 for fiscal years 2013 and later.

Changes career and technical education levy from "lesser" to "greater" of $80 times average daily membership in grades 10-12 or 25 percent of approved program expenditures, effective for taxes payable in 2011 and later.

Increases safe schools levy maximum from $30 to $40 per adjusted marginal cost pupil unit for funding school safety, security, drug abuse prevention, and counselor/social worker services.

Modifies postemployment benefits levy authority with maximum amounts of $9,242,000 for taxes payable in 2010, $29,863,000 for 2011, and increasing by $14,000,000 annually thereafter.
