Amends Minnesota Statutes section 177.42 to allow prevailing hours of labor up to 10 hours per day (instead of the standard 8 hours) for highway and heavy construction projects outside the seven-county metropolitan area, provided all applicable collective bargaining agreements include this provision.

Department of Labor and Industry must investigate and verify within 60 calendar days whether collective bargaining agreements for highway and heavy construction workers permit the extended 10-hour daily schedule.

Department may amend prevailing hours of labor determinations without requiring a public hearing, and must publish notice in the State Register with amendments effective upon publication.

Amended prevailing hours apply only to projects and contracts advertised after the effective date; no retroactive effect on projects already underway, open for bids, or advertised before the amendment date.

Effective the day following final enactment.
