Establishes the Minnesota-Wisconsin Boundary Area Invasive Species Commission to make recommendations, review studies, and develop plans regarding invasive species protection in boundary waters, with no binding authority over either state's departments or municipalities.

Minnesota representation consists of five commissioners appointed by the governor for staggered four-year terms, with annual election of chair and vice chair from commission members.

Creates a Minnesota-Wisconsin Boundary Area Legislative Advisory Committee with five house members appointed by the speaker and five senate members appointed by the Rules and Administration Subcommittee on Committees, with chair rotating biennially between chambers.

Establishes a Technical Advisory Task Force of up to ten members appointed by the commission, comprised of state government officers or employees with expertise in invasive species management.

Commission shall submit biennial reports by January 15 of odd-numbered years to governors and legislatures detailing activities, appropriations, gifts, grants, and expenditures; becomes operative only after enactment in both Minnesota and Wisconsin.
