Appropriates $14,069,000 total for fiscal year 2011 ($13,383,000 from general fund and $686,000 from health care access fund) contingent on federal extension of enhanced Medicaid assistance percentage (FMAP) through June 30, 2011.

Allocates funds for medical assistance basic health care grants to families and children ($6,297,000), elderly and disabled ($3,697,000), long-term care facilities ($2,486,000), and MinnesotaCare ($686,000).

Sets county share of chemical dependency services costs at 30 percent of nonfederal share effective October 1, 2008.

Modifies hospice care coverage to allow recipients age 21 or under to receive hospice services without waiving coverage for treatment of the terminal illness condition, effective retroactively from March 23, 2010.

Adjusts Hennepin County medical assistance payment obligations to $434,688 from October 1, 2008 through December 31, 2010, reverting to $566,000 effective January 1, 2011, with further reduction to $434,688 if federal FMAP extension enacted through June 30, 2011.
