Defines "interstate connector" as a noninterstate trunk highway segment of no more than three miles that connects two interstate highways at both endpoints and has at least five visible dwelling houses within 100 feet of the right-of-way

Requires an additional interchange directly connecting the two interstate highways to be located within three miles of each endpoint for a segment to qualify as an interstate connector

Authorizes statutory or home rule charter cities and towns to request the commissioner of transportation to prohibit truck-tractor semitrailer combinations on interstate connectors from 10:00 p.m. to 7:00 a.m.

Requires cities or towns to publish notice, post information on their website, accept written comments, hold a public hearing, and pass a resolution supporting the prohibition before submitting a request to the commissioner

Makes it unlawful for any person to operate a truck-tractor semitrailer combination on an interstate connector during prohibited hours where such prohibitions have been established
