Requires wireless telecommunications service providers to send text message or voice alerts to customers when usage reaches within 5 percent of their contracted voice, text, or data limit.

Mandates providers send alerts with each service use after the customer has reached their contract limit.

Alerts must inform customers that usage is approaching or has exceeded the limit and that overages will be charged at the higher rate specified in the contract.

Applies to customers with valid current contracts for commercial mobile radio services as defined in federal regulations.

Effective January 1, 2011.
