Caps net income for managed care plans providing medical assistance services at 6 percent of total program revenues, with excess amounts refunded to the commissioner within 30 days of each month-end.

Defines "net income" as total program revenues minus expenses and adjustments, calculated using National Association of Insurance Commissioners Blank forms for health maintenance organizations per Minnesota Rules 4685.1940.

Freezes allowable administrative costs for managed care plans at the per-enrollee dollar amount allowed in 2009, with no increases permitted.

Requires the commissioner to deposit all cost savings achieved under this subdivision into the state general fund.

Effective the day following final enactment.
