Department of Health shall study the prevalence and prevention of autism in Somali communities in Minnesota, analyzing factors including age, location, toxic environmental exposures, housing conditions, poverty, nutrition, health care access, and parental occupational/residential history.

Department of Health shall report findings and recommendations to the Public Health and Health and Human Services Committee chairs in both chambers of the legislature.

Commissioner of Human Services shall develop and distribute an informational notice to parents of children with autism enrolled in medical assistance or MinnesotaCare explaining fee-for-service options, managed care disenrollment procedures, and expanded provider access.

Notice shall be made available on the Department of Human Services website, included in the next scheduled mailing to enrolled children, and provided in multiple language translations.

Departments of Health and Human Services shall ensure autism service providers receive training in culturally appropriate approaches for Somali, Latino, Hmong, Indigenous American Indian, and other cultural groups experiencing disproportionate autism incidence.
