Amends Minnesota Statutes section 340A.404, subdivision 4a, to modify on-sale intoxicating liquor license provisions for publicly owned recreation and entertainment facilities

Removes the requirement that licenses for arena or stadium locations be void unless intoxicating liquor is sold or served throughout the entire facility

Eliminates the prohibition on alcoholic beverage sales at TCF Bank Stadium, allowing such sales if the Board of Regents holds an on-sale intoxicating liquor license for the stadium

Maintains existing license provisions for Giants Ridge Recreation Area, Ironworld Discovery Center, and Duluth Entertainment and Convention Center Arena

Requires the commissioner to charge fees for licenses comparable to fees for similar licenses issued in surrounding cities
