S.F. No. 345 - Enhanced Driver's License and Identification Card

• Creates enhanced driver's licenses and enhanced identification cards that denote citizenship and identity, contain Homeland Security-approved security features, and are acceptable for entering the United States at land and sea ports of entry.

• Establishes eligibility requirements limiting enhanced licenses to persons age 16 or older who are Minnesota residents and U.S. citizens, with applicants required to provide proof of citizenship, identity, and a photographic identity document.

• Sets fee schedule with enhanced driver's licenses ranging from $37.25 to $56.25 (depending on classification) and enhanced identification cards at $31.25, plus a $1.75 surcharge through June 30, 2012.

• Prohibits employers from requiring employees to obtain or use enhanced licenses or identification cards as a condition of employment, with protections against discrimination or retaliation for refusal.

• Directs the commissioner of public safety to enter into an agreement with the U.S. Department of Homeland Security and amend administrative rules to implement the enhanced credentials, with an effective date of June 1, 2012 for issuance beginning January 1, 2013.
