Veterans, as defined under section 197.447, qualify for in-state tuition rates at University of Minnesota and Minnesota State Colleges and Universities institutions regardless of their state of residence prior to discharge from active military service.

The Board of Regents of the University of Minnesota and the Board of Trustees of the Minnesota State Colleges and Universities must develop and maintain course equivalency guides that include information on crediting learning from successful completion of formal military courses and occupational training.

Course equivalency guides are not required for vocational technical programs that have not been divided into identifiable courses.

Governing boards of private institutions that grant associate and baccalaureate degrees and have high frequency of transfer students are requested to participate in developing the military coursework equivalency guides.
