Amends Minnesota Statutes section 119A.52 to modify how state education funds are distributed to federally designated Head Start programs serving low-income children

Specifies that for agencies without a federal Early Head Start rate, the state average federal cost per child for Early Head Start applies when calculating per-child funding rates

Removes requirement that the commissioner notify programs of the specific number of low-income children to be served based on federally funded per-child rates

Requires the commissioner to develop procedures for payment based on actual child enrollment, including reporting schedules, corrective action plans, and financial consequences for programs with underenrollment

Authorizes reallocation of funds from programs with chronic underenrollment to fully enrolled Head Start programs as determined by the department
