Establishes the Board of Water and Soil Resources' role to work with drainage stakeholders on mutual understanding and recommendations for drainage system management and updates to Minnesota's drainage law.

Modifies drainage inspector appointment requirements to apply to counties where constructed or watershed districts have drainage systems with aggregate costs exceeding $50,000.

Updates impounding, rerouting, and diversion of drainage system waters procedures, clarifying petition filing requirements, engineer investigation processes, and requiring petitioners to identify funding sources and obtain necessary permits.

Increases the threshold for trade newspaper notice of contract awarding from $3,000 to $25,000 in estimated construction costs and raises the drainage lien payment threshold from $50 to $500 for one or two installment payments.

Increases the drainage system repair fund cap from $40,000 to $100,000 and creates a new statute for partial abandonment of drainage systems, establishing procedures for petitioning and determining when drainage system portions no longer serve useful purposes.
