Calls upon the President and Congress to enact a "New Deal for a New Millennium for Higher Education" to rebuild public higher education systems and increase student access.

Requests a new federal higher education program with $70 billion in funding (10 percent of the financial crisis bailout amount) to establish college-going grants modeled after the World War II GI Bill of Rights.

Demands student loan debt forgiveness for all students who take jobs in public service.

Cites declining state and federal support for public higher education resulting in larger classes, increased tuition and fees, and difficulty for students to complete degrees on time.

Directs Minnesota's Secretary of State to transmit copies of this memorial to the President, Congress leadership, relevant committee chairs, and Minnesota's congressional delegation.
