Removes the word "only" from the requirement that Minnesota basic skills tests fulfill students' basic skills testing requirements, allowing alternative options for students entering grade 9 in 1997 and thereafter.

Students who have not successfully passed the Minnesota basic skills test by the end of the 2011-2012 school year must pass the graduation-required assessment for diploma.

Creates an alternative graduation pathway for students enrolled in grade 8 from 2005-2006 through 2009-2010 who fail the graduation-required assessment in reading or mathematics if they: complete all required coursework with passing grades, participate in district-prescribed remediation, and make at least two additional retest attempts beyond the initial spring administration.

Modifies subsection lettering and renumbers provisions related to statewide testing and reporting requirements, including test construction, accommodations for students with individualized education plans, and public dissemination of results.

Requires the commissioner to include in statewide public reporting: uniform testing for grades 3-8 and high school, educational indicators (attendance, graduation rates, dropout rates), American College Test results, and National Assessment of Educational Progress participation results.
