Establishes that paternity presumption provisions, including all presumptions and procedures, apply to maternity determinations.

Exempts pregnancies initiated by means other than sexual intercourse (with express written agreement among presumptive parents identifying an intended mother) from standard paternity/maternity custody and presumption rules in contested proceedings.

Adds new presumption of paternity when pregnancy was initiated by non-sexual means and the man intended at the outset to be the legal parent under express written agreement among all presumptive parents.

Permits courts to enter prebirth parentage orders or judgments before child birth in cases where pregnancy resulted from means other than sexual intercourse, if parties file verified petition, stipulation, and affidavit; eliminates background studies, guardian ad litem appointment, and adoption registry searches for these proceedings.

Effective August 1, 2010 and applies to proceedings pending or commenced on or after that date.
