Establishes a State Board of Education composed of 12 representative citizens (at least one from each congressional district), the chancellor of Minnesota State Colleges and Universities or designee, and the president of the University of Minnesota or designee.

Requires at least four of the 12 citizen members to have previously served as elected members of a school district board of education.

Governor appoints citizen members with senate advice and consent; one member elected annually as board president with a limit of three consecutive years.

Board members prohibited from holding public office, representing or being employed by any school district, or having personal financial interests in education contracts; annual meeting required in August.

Revisor of Statutes directed to transfer authority and powers back to the State Board of Education from the commissioner of education, consistent with Minnesota law as it appeared in 1996-1997, effective December 1, 2009.
