Establishes an Office of Early Learning effective July 1, 2010, to coordinate a high-quality early childhood system and improve educational outcomes for all children.

Governor must appoint a director, subject to senate confirmation, who is a recognized expert in early childhood care and education and will oversee prekindergarten and child care programs.

Transfers early childhood education responsibilities and staff from the Department of Education, Department of Human Services, and Department of Health to the new Office of Early Learning.

Transfers all state and federal appropriations for the transferred programs to the Office of Early Learning.

Requires the revisor of statutes to update statutory references to replace commissioners of education, human services, and health with the director of early learning and replace departmental references with the Office of Early Learning.
