Prohibits operating a motor vehicle while using a wireless communications device to compose, read, or send an electronic message when the vehicle is in motion or part of traffic

Defines "electronic message" as self-contained digital communication including email, text messages, instant messages, and web page requests, but excludes voice calls and automatically transmitted data

Exempts hands-free voice-activated device use by drivers who are not school bus drivers, instruction permit holders, or provisional license holders

Exempts authorized emergency vehicle operators making cellular phone calls or using devices in performance of official duties

Permits wireless device use to report traffic accidents, medical emergencies, serious traffic hazards, illegal activities, or to summon emergency assistance when a person's life or safety is in immediate danger
