Amends Minnesota Statutes section 256B.0625, subdivision 14 to encourage primary care providers to perform primary caries prevention services during child and teen checkups or episodic care visits for medical assistance recipients.

Primary caries preventive services must include a general visual examination of the child's mouth without dental equipment, a risk assessment using American Academies of Pediatrics and Pediatric Dentistry factors, and fluoride varnish application beginning at age 1 for high-risk children.

Requires parental or legal guardian consent before fluoride treatment is applied to a minor child's teeth.

Mandates providers give parents or guardians information on tooth decay causes and prevention, the importance of establishing a dental home by age 1, and advise them to contact their managed care plan or the Department of Human Services to schedule a dental appointment.

Requires providers to document in the child's medical record that parents or guardians received this information and to record any primary caries prevention services provided.
