Removes the requirement for the Board of Trustees to adopt a policy by January 1, 2009 setting maximum semester credits at 120 for baccalaureate degrees and 60 for associate degrees.

Allows the Board of Trustees to determine credit requirements with flexibility for degree programs requiring more credits due to industry or professional accreditation standards.

Retains the requirement for the Board to adopt a policy allowing students to add textbook and required course materials purchased at campus bookstores to existing tuition and fee payment plans.

Repeals Minnesota Statutes 2008, section 136F.301, which required annual reporting to legislative committees on waiver requests and grants from the credit requirement policy.
