Prohibits school boards and teacher representatives from meeting to negotiate or entering into teacher contracts from the district's first student contact day in fall through the last student contact day in spring.

Allows exceptions to the negotiation prohibition if parties certify a tentative agreement before the school year begins, if the school year start is postponed, if parties agree to binding interest arbitration before school starts, or if teachers strike on the first day of school.

Repeals Minnesota Statutes section 123B.05, which previously imposed a January 15 deadline for signing teacher collective bargaining agreements and reduced state aid by $25 per adjusted pupil unit for districts missing this deadline.

Takes effect July 1, 2009 for both the new negotiation prohibition and the repeal of the state aid penalty provisions.
