Establishes a quality rating and improvement system for early learning and care programs in Minnesota, with the goal of ensuring all children have access to high-quality programs across public and private settings.

Creates an early care and education framework based on the Minnesota quality rating system rating tool and evaluation results to improve quality opportunities for young children.

Requires the state to establish a plan linking all future state funding for early learning and care services to the quality framework.

Directs the state to use the framework to track progress toward statewide access to quality programs, access for low-income children, and kindergarten readiness improvement.

Requires the state to employ the existing Minnesota quality rating system rating tool used in fiscal year 2008 prior to creating the full statewide system, effective July 1, 2009.
