SF 802 Summary - Omnibus Public Safety Appropriations

• Appropriates $2.022 billion total ($1.008 billion in 2010, $1.014 billion in 2011) across general, federal, and special revenue funds for courts, public defenders, corrections, and public safety agencies.

• Expands DWI laws to cover motorboats, snowmobiles, all-terrain vehicles, and off-highway motorcycles with same impairment standards as motor vehicles; increases chemical dependency assessment charges from $125 to $25 with $5 surcharge for repeat offenders.

• Reduces Department of Corrections per diem by 1%, requires challenge incarceration program participation, extends conditional release authority for nonviolent drug offenders, and caps first-time supervised release violation incarceration at 90 days (except sex offenders).

• Establishes restorative justice program requirement for first-time juvenile petty offenders; creates uniform court collection policies and increases court fees, fines, and surcharges across civil and criminal proceedings.

• Establishes Corrections Strategic Management Task Force to assess efficiency improvements and creates county-based revocation center pilot projects for persons facing supervised release revocation.
