Reduces home school reporting requirements to the superintendent by streamlining when notifications must be submitted (by October 1 of first school year and 7th grade year only, rather than annually).

Shifts enforcement responsibility from superintendents to county attorneys for investigating and prosecuting non-compliance with home school instruction requirements under sections 120A.22 and 120A.24.

Exempts accredited nonpublic schools and those recognized by the commissioner from most home school documentation and reporting requirements, except for initial child enrollment notification.

Allows home school students to obtain driver's instruction permits if receiving full-time instruction and working toward a diploma, with parent certification of home school and driver training status.

Repeals sections 120A.26, subdivisions 1 and 2 (initial enforcement provisions regarding home school compliance notices).
