Clarifies definition of "comprehensive, scientifically based reading instruction" to include instruction in five areas: phonemic awareness, phonics, fluency, vocabulary development, and reading comprehension, plus continuous assessment and intervention strategies.

Requires all prekindergarten and elementary teacher licensure candidates to successfully complete an assessment of reading instruction before receiving an initial teaching license, in addition to existing skills examinations.

Mandates that all teacher preparation programs include research-based best practices in reading instruction, with elementary education programs requiring specific instruction in comprehensive, scientifically based and balanced reading instruction programs.

Directs the Board of Teaching to adopt an assessment of reading instruction for all prekindergarten and elementary licensure candidates by March 1, 2010, and report to education committees by March 15, 2010.

Prohibits the Board of Teaching from adopting proposed rules regarding licensure and reading instruction until the legislature adjourns the 2009 regular session.
