Allows charter school students and home school students to participate in extracurricular activities offered by their resident school district on the same basis as public school students enrolled in the district.

Requires charter school students to provide 30-day notice to both their enrolling charter school and resident district before participating in an extracurricular activity, and the charter school must agree in writing to pay applicable charges.

Permits school districts to charge charter schools for each student participating in an activity up to either one-half of the statewide average per pupil expenditure on student activities and athletics, or the charter school's proportional share of uncovered extracurricular activity costs.

Prohibits charter school students from participating in extracurricular activities already offered by their enrolling charter school or activities not controlled by the high school league, and requires them to meet the academic and conduct requirements of the resident district.

Makes charter schools subject to transportation costs for their students participating in resident district extracurricular activities, with the district not required to provide transportation from the charter school to the resident district.
