Establishes an E-16 Oversight Advisory Committee with 13 members including education, finance, and human services commissioners, the Office of Higher Education director, state legislators, and a governor's representative, with appointments due by July 1, 2009 and first meeting by August 1, 2009.

Creates six advisory subcommittees focused on early learning (birth to age 5), pre-K through grade 3, grades 4-8, grades 9-12, and transitions to postsecondary education, each to develop recommendations for improving student outcomes and educational integration.

Requires subcommittees to develop recommendations within the context of increasing by 50 percent by 2020 the number of Minnesota students completing postsecondary programs, with up to $1,000,000,000 in additional education funding available.

Subcommittees must submit interim reports by December 31, 2009, and final reports by December 31, 2010, with the Oversight Advisory Committee submitting all recommendations to legislative committees within 45 days of receiving subcommittee reports.

All committee and subcommittee meetings are open to the public and held quarterly, with members receiving no compensation or expense reimbursement; all committees expire March 1, 2011.
