Amends Laws 2007, chapter 144, article 1, section 4, subdivision 3 to allow the board to grant waivers to the semester credit requirements for degree programs.

Maintains maximum baccalaureate degree requirement of 120 semester credits and associate degree requirement of 60 semester credits, with board policy allowing waivers when industry or professional accreditation standards require greater credit hours.

Board policy may also provide a process for granting waivers for emerging and innovative programs and programs of special merit or need.

Retains existing requirement that board adopt a policy allowing students to add textbook and required course material costs from campus bookstores to existing tuition and fee waivers or payment plans.

Takes effect the day following final enactment.
